You missed a key point, Russia, China and others being accused of spooking US are spending on military weapons that will make US conventional weapons useless, key here is prudent spending Russia is spending heavy in this area and recycling its old weapons and fitting them with new technology, that save lots of money US military budget at least if they spend majority on new weapons technology and recycling old like Russia they would be at the top and most importantly not feel threatened Being the world policeman is just unsustainable and Trump tried to convey this
