youre fine ive have put a water pump sation directly in the dirt with filtration pumps and got unlimited water beacuse he uses the ground polution for water insteed of water i did this in a online city i made for the great works that dosent had much water from before on a ground that was mostely dried and full of nasty dirty indusry around for them to make water for me and recycling have nothing to do with wealth at all only education if sims are educated they recycle more

You can put water treatment plants and water pumps next to each other to get max water for your water pumps and so long as the treatment plants keep up it's clean water for your sims
