I believe where I live, phones may be required to differentiate between no signal whatsoever, and only being able to pick up a signal from other networks (which a phone I had in the past would display “Emergency calls only”)br(There are some parts of the country where I live where even contacting the emergency services can be impossible, generally very remote locations)

2G service is still available Emergency services still use 2G and 3G on towers that haven't had a cabinet swap I was a sprint master trainer and I worked as a PM for the sprint shutdown They can't shut those networks down because emergency services still need those networks for warnings and 911

GSM standard has the international emergency number 112 (might be forwarded to national one) and it is required to work from any phone with or without SIM, even from locked phones

the ESN was used by 2G Analog phone networks that used only a phone number and esn pair, it was possible for a phone with a zero'ed phone number to still call emergency number and the operator would also work at least here in the Uk

i think they are such a good idea i just wish i could get a cheep basic phone and txt for emergences that you can slap a pay as you go sim in but the phone uses standard battery's as an option i currently have an old small flip phone that i carry as an emergency call phone so its not switched on unless its used so only goes on charge every few months

I remember when this was a very hot topic I very much supported it at the time, and still do now, as a disabled vet, I have an emergency call pendant I wear around my neck that you push a button, and it dials 911 it is similar to the old " I've fallen and I cant get up" buttons from the 80's and 90's this one has a sim card, and works as a speaker phone I have had to use it a couple times this pendant was sent to me BY the VA health care I understand the problems that stupid people, and @$$holes can cause but the emergency number access really can save lives

I hope they do not change this rule, as Canadians we were in the States heading to Golf Resort I noticed our phone would have service in one state and not in another so in the no-access states we could only call 911 which if needed would be good Here every user who has a phone pays a small fee every month to support 911 service Now yes no phone no bill no cost, but until our retired population gets way bigger I guess we are OK for now, and if the phone network can detect the phone id it should be able to kick them off the system instead of sending them to an operator

Just let non-emergency Police know you need to test your emergency phone's 911 capability As PBX Administrator, I had to test E911 Quadrant Location by calling 911 several hundred times Dispatch was NOT happy, even with a heads up I didn't make the law, I just followed it

Mine Samsung slider turns on, it just doesn’t get a service signal anymore because of the 3g wireless shutdown The signal it receives has nothing to do with whether or not the phone powers up The signal is received by a radio receiver inside the device Not the power supply

So from my understanding kids are the biggest Culprit a simple manual disconnect on the phone IE a child lock that forces a pin code to dial 911 could be allowed to be added and especially now as most phones have GPS we need to punish parents when there kids call 911 a small ticket similar to a traffic ticket should work say less than $100 the w things combined should de with 75 of the accidental calls

Germany unfortunately did decide to turn off calling 110/112 the German emergency numbers, without an active SIM card, because emergency call centres did get overwhelmed by anonymous prank calls
