imagine this: you're a ruler of a weak territory in europe and could get conquered at any time, so, what do you do?brbrsimple, borrow a whole bunch of money to invest in your state, don't pay it back and just let the debt increase, that way nobody would want do conquer you since they'd inherit your gargantuous debt and you would also be able to develop your territory at the same time! thus killing two birds with one stonebrbrand that is why conquerors inheriting their conquered's debts makes no sense
