It didn't change because in the past they didn't use copper to make the penny it only works when a penny is made up of copper

Looks like electrolysis, the real copper in the older pennies conducted the natural currents in the metal between the electrolyte lime juice much better, and removed a minute layer of oxidation from themselves, giving them a cleaner appearance The higher copper content loses oxidation quicker
