I do know in California there is a small footnote when getting your drivers license that you can opt out of the commercial aspect of your license and do what he did however, in that footnote it does say that you are not allowed to have any passengers in your vehicle at any time Also, the officer could’ve given him a ticket told him he’s not at fault, and this is not a admission of guilt and let the court figure it out

I think the cop didn't issue a citation simply because he really wasn't 100 certain of his legal position and in fact, admitted that he couldn't cite the required statute I won't criticize him for that as if he had issued the citation and been wrong, he'd certainly be considered a bad guy in this for violating someone's rights I think the cop is doing what he thinks is best, even though a citation was justified under the appropriate statute I've known many people like "Mr Traveler" and he was certainly lucky that this cop was so chill, because these situations usually escalate rather quickly and rarely end well for these Sov Cit types Typically they wind up with vehicle seizures, long drawn out court battles and the driver usually lying on the ground tased for resisting Though these guys have interesting and sometimes pretty convincing sounding (yet usually wrong) legal ideas, most of them don't pick their battles very well and wind up making their lives harder than they need to be
